Schedule A (Form 8936), 'VIN' does not match the e-File database. Please resubmit the return using the correct VIN. If the VIN originally entered is correct, then a binary attachment or [GeneralDependencySmall] with description beginning with "Substantiate VIN" must be present in the return.
For tax years after 2022, a new clean vehicle that qualifies for the Clean Vehicle Credit has the following characteristics:
- A battery capacity of at least 7 kilowatt hours.
- Manufactured primarily for use on public streets, roads, and highways (such vehicles have a vehicle identification number, or VIN);
- Gross vehicle weight rating (GVWR) of less than 14,000 pounds;
- Final assembly within North America by a qualified manufacturer;
- MSRP of not more than $55,000 for an automobile, or $80,000 for a van, SUV, or pickup truck.
Additionally, the seller must submit information about the sale to IRS Energy Credits Online (ECO). This information is summarized in Form 15400, Clean Vehicle Seller Report, that the dealer gives the taxpayer/buyer. This report is also known as the "Time of Sale Report".
Reject code SA-F8936-030-01 indicates the IRS does not have this vehicle's VIN recorded in its database of qualifying clean vehicles. This may be due to the 17-character VIN having been keyed in incorrectly into Schedule A (Form 8936), or it may be due to the dealer not having reported the sale to ECO.
The best way to avoid this reject is to have in hand Form 15400 from the taxpayer. This report indicates the vehicle's VIN and proves the information was uploaded to the IRS.
Resolving this reject
1. Verify you have entered the vehicle's information into Schedule A (Form 8936) correctly, especially the VIN as it uniquely identifies, among other things, the vehicle's year, make, and model.
2. If the VIN is correct, next confirm the vehicle's eligibility.
Whether it's a new clean vehicle or a previously owned clean vehicle, the vehicle's eligibility can be confirmed by year, make, and model at fueleconomy.gov:

Confirm the vehicle's eligibility by clicking the appropriate fueleconomy.gov button and the energy.gov button, and entering in each the information required.
3. Finally, if you have entered the information correctly and have confirmed the vehicle qualifies for the clean vehicle credit, in the Form 8936 menu in TaxSlayer Pro upload a PDF document with a filename beginning "Substantiate VIN" that explains the vehicle's eligibility. A PDF copy of Form 15400 should be suitable for this purpose.
