Desktop: Why can't Ohio Form OUPC be printed with no amount?

The Ohio Universal Payment Coupon (OUPC) requires a barcode associated with the amount of payment. If no amount of payment or estimated payment is entered, the program will not generate the coupon.

Additionally, the form can't be printed at the Ohio DOT website without a payment amount.
