The EFIN in the Submission ID (the first six digits) must match the EFIN in the Submission Manifest.

Reject code R0000-60 generally occurs when a return has been created in ProWeb and the office owner changes their EFIN before the return has been electronically filed.

To correct reject code R0000-60, re-transmit the return from the e-file submission page within the return itself, not from the transmission table. The correct EFIN will be associated with the return when it is electronically filed.
